也就是说，在张岸元看来，美国消费者承担关税始终都是存在的，但中方承担的比重始终都高于美方。只不过，随着滥发美元导致的全球大宗商品价格暴涨的传导，以及新冠肺炎疫情（COVID-19）疫情影响，美元因滥发走弱导致人民币等其他货币相对升值，中美承担加征关税的比例在此消彼长。2021年3月中美已经是53%比47%，至今恐怕已经逆转，中国商品出口价格的不断上涨也印证了这一点，耶伦及美国商业团体的呼吁就源于此。
但中国似乎并不急于与美方谈判，美国常务副国务卿舍曼（Wendy Sherman）7月访华时，中国开出了一份改进清单，将一系列美国制造的所谓筹码作为中美重启谈判的前置条件，然后就没有了然后。中美似乎是在比耐心，比谁更撑得下去。
