Saab will build a factory in China Qindao city.
Saab plans to produce 200,000 cars in Sweden, 400,000 cars in China annually.

OK I got what you meant, I guess there will be a joint venture in Qindao city.
But Saab is a foreign automaker. Doesn’t it need a Chinese joint venture partner in order to legally manufacture and sell cars in China? That was the case with Volvo in China.
