It appears that one or more drivers traveling at high speed, encountered heavy snow drifts that suddenly appeared on an otherwise plowed, and clear highway.
When these cars in the lead reacted to the snow mounds, by abruptly braking, those cars behind them were traveling too close to stop in time. That’s my guess after looking at the photos.
Perhaps snow fences placed parallel with the highway, would prevent such accidents.
