7月25日，特朗普和欧盟委员会主席容克在共同会见记者时宣布，美国和欧盟就缓和当前紧张的贸易关系达成协议。
特朗普26日还在推特上写道：“欧盟代表告诉我，他们立刻就开始从我们伟大的农民手中购买大豆。而且，他们还要买大量的LNG（液化天然气）。”但有评论指出，因为美国东海岸运力不足，短时间内美国无法向欧洲出口大量液化天然气。
特朗普难掩得意之时，在法国的压力下，欧盟的“打脸”就如龙卷风般袭来。
据Politico，欧盟官员26日即表示，“农业并不在（美欧）谈判范围之内”。
“当然美方喜欢谈这个，但尚未达成任何协议。罗斯先生（美商务部长）可以表达他自己的意愿，但这与达成的协议明显不符”，
“这方面没有任何含糊之处”。
两位出席会议的人士也透露，欧洲委员会贸易总司总司长德马迪（Jean-Luc Demarty）26日还向欧盟各成员的高级代表表示，农产品已不在讨论范围内。
谈判中，美国还一再对氯化鸡肉和激素牛肉等产品提出出口要求。
对此，欧盟委员会发言人亚历山大·温特斯坦(Alexander Winterstein)26日指出，欧盟不会“拿食品和环境标准来做交易”。
据法新社报道，欧盟委员会新闻发言人米娜·安德列娃（Mina Andreeva）27日告诉记者：
“我已经说得很清楚……农业不是（谈判）的一部分，只有声明中明确提及的事项才是。”
安德瑞娃指出：“阅读联合声明，你会看到并未这样提到农业，只提到了农民和大豆，但这是我们讨论的一部分。”
不过，即使欧盟答应进口美国大豆，实际效果也未必像特朗普对农民们承诺的那样。
《琼斯》月刊评论称，因为市场价格原因，早在本轮谈判几周之前，欧盟就已经开始增加美国大豆进口。不止如此，美国此前已经是欧盟的第二大大豆出口国，美国大豆约占欧盟进口总量的1/3。所以，欧洲即使加量，对美国大豆出口的帮助也比较有限。
《中国日报》指出，在外贸谈判和财政补贴的背景下，美国大豆价格略微回升至每蒲式耳8.59美元。不过据估计，美国大豆农户要想赚钱，大豆市价至少要涨到10.05美元。
日本也将“砸场”？
据《日本时报》报道，美国贸易代表办公室(USTR)代表莱特希泽26日在美国国会参议院拨款委员会上表示，有意签署与日本的双边自由贸易协定(FTA)。
莱特希泽称，计划在30天内与日本进行贸易对话，并称美方已计划好一个相当“咄咄逼人”（aggressive）的议程。
